A little background first. I had worked with the Russian-international holding company behind this project for more than ten years. The group includes companies across several countries, spanning industrial businesses, finance, an investment fund and different types of manufacturing operations.
Over the years, I helped the group’s subsidiaries build relationships with Chinese businesses, attract major investors and identify Chinese contractors for a wide range of projects.
In 2019, the owner of the holding decided to build a home-appliance factory in China. Asia Business Hub took responsibility for the project.
Objective: Build the holding company’s visibility in China and develop a factory from the ground up without relying on pre-existing local capital.

Before We Begin, a Brief Introduction
My name is Ivan Melnikov, founder of Asia Business Hub. I have lived and worked in China since 2005. ABH helps companies source equipment and raw materials from China and execute complex technical and industrial projects with Chinese manufacturers, providing hands-on support throughout the entire process.

How We Did It
The project was executed step by step. We began with a major PR campaign designed to build credibility with Chinese investors and government stakeholders.

CIIE and Media Preparation: ABH organized the holding company’s participation in the China International Import Expo and prepared the full set of exhibition materials, including the stand and presentation.
Two months before the expo, we arranged for a Shanghai media team to travel to the holding company’s home market and produce a full documentary about the business. As the exhibition approached, the owner came to China for a series of television interviews and investor meetings.

High-Level Introductions: We organized a personal meeting for the owner with Chinese President Xi Jinping, as well as meetings with governors and owners of major international corporations.
This significantly increased investor interest before the exhibition. Following the expo, several Chinese districts competed to host the new factory.
We also began building a relationship with a partner and co-investor that already operated similar factories in China.

Site Selection: In 2020, the investor proposed a village location as a potential factory site. We visited the site and approved the location almost immediately.
Throughout the process, I recorded detailed video updates for the investor, creating an ongoing project “series” even though the investor had not returned to China since 2019.

Company Registration: We registered the local company in the district where the factory would be built, working together with our local partner Jason.

Government Negotiations: We negotiated with local government authorities not only on construction approvals, but also on preferential project terms.

Further PR and Exhibition Activity: We prepared for another exhibition, again bringing in Chinese media and arranging several local television interviews.
The PR campaign was not only about attracting investors; it also supported our efforts to secure incentives and credit facilities in China.

Land Auction: We participated in the land auction and won. By that point, investor and government support for the project was strong and the groundwork had been thoroughly prepared.

Financing and Pre-Sales: We secured a loan worth tens of millions of dollars, supported by the credibility created through our PR strategy, and signed pre-sale agreements. The financing was approved even though the local company itself had no operating history.

Construction and Crisis Management: Construction began in 2021, with media and government representatives invited to the groundbreaking.
Around 80% of the project was completed that year.
In 2022, sanctions created a financing gap while obligations to the construction company and contractors remained.
Together with our partner, we brought in new investors, closed the gap and spent roughly six months working intensively on the project. Government and media support helped keep construction moving.

Launch: The factory was successfully commissioned and is now generating revenue, with customers across multiple international markets.
What Mattered Most
Operating Through Lockdowns and Sanctions
The factory was developed during an exceptionally difficult period: China’s extended pandemic restrictions, sanctions affecting Russia-linked business owners and investors, and significant cost pressure.
Strong reputation, sustained PR and government support helped us navigate these challenges and complete the project.
A Project Story That Kept the Investor Engaged
The regular video updates played an important role in maintaining investor confidence. When other parts of the investor’s portfolio suffered during the lockdown period, the visible progress of the project helped preserve commitment and momentum.
Non-Standard Execution Is Part of Our Approach
Government Incentives
Construction proceeded on preferential terms. As the project reached defined construction milestones, portions of the investment were reimbursed. By the end of the project, most of the original land-acquisition cost had effectively been returned.

Final Result
The most important outcome is simple: the factory was launched. Despite multiple crises and force-majeure events, the project moved from an empty site in a Chinese village to a functioning industrial facility serving customers around the world.
Factory equipment value: approximately USD 7 million.
Total investment: more than USD 35 million.
Current workforce: 50+ employees.
The factory is now operational, and the next objective is to develop customers in Russia and the CIS so that the industrial platform and financing we helped build can also create value for Russian-speaking businesses.
